2015

Local Law #1, 2015, adopting certain tax abatement provisions for local housing as authorized pursuant to the provisions of §421-N of the New York State Real Property Law. 

Local Law #2, 2015amending Article VII of the Oneonta City Charter regarding the term of appointment of Commissioners to the Board of Public Service.

Local Law #3, 2015, imposing a 12-Month Moratorium on the Acceptance of Applications for Permits from the City for the Issuance of Site Plan Reviews or Variances for Billboards.

Ordinance #1, 2015, amending Chapter 68 entitled “ANIMALS AND FOWL” of the Oneonta Municipal Code.

Ordinance # 2, amending Chapter 17 entitled "ENVIRONMENTAL BOARD" of the Oneonta Municipal Code.  

 

2014

Ordinance #1, 2014 repealing Article V of Chapter 86 of the Municipal Code entitled "Nonresidential Buildings and Vacant Residential Buildings" and amending Chapter 158 of the Municipal Code by the addition of a new provision entitled "Vacant Building Registration."

Ordinance #2, 2014 deleting Chapter 258 of the Oneonta Municipal Code entitled "Subdivision of Land" as duplicative as duplicative of the provisions of Chapter 300, Article VIII, entitled "Subdivision of Land." 

Ordinance #3, 2014 deleting Chapter 254 Article IV of the Oneonta Municipal Code entitled "Signs and Similar Devices" as duplicative of the provisions of Chapter 300, Article III, of the Oneonta Municipal Code entitled "Sign Regulations."

Local Law #1, 2014 provides for the exemption of multiple dwellings constructed or substantially rehabilitated within the City from taxation and special ad valorem levies, but not special assessments for residential improvements for the physically disabled, as authorized in section 459 of the New York State Real Property Tax Law.

Local Law #2, 2014 to provide for the tax exemption of certain improvements or modifications made pursuant to the Americans with Disabilities Act of 1990 to real property within the City from taxation and special ad valorem levies, but not special assessments, as authorized in section 459-a of the New York State Real Property Tax Law.

Local Law #3, 2014 to change the Assessment Review Day, commonly known as "Tax Grievance Day” in the City of Oneonta, Otsego County, New York.

2013

Ordinance #1, 2013
Amends Article II of Chapter 300 of the Code of the City of Oneonta entitled, “Zoning Districts Established” prohibiting grade level dwelling units within 50’ of the outer edge of the public right-of-way in the downtown MU-1 District.

Ordinance #2, 2013
Amends Article IV,  of Chapter 204 of the Code of the City of Oneonta entitled, "Peddling & Soliciting - Rules of Conduct" to prohibit hawkers, peddlers, solicitors and transient merchants from conducting business between 8:00 p.m and 9:00 a.m.

Creates Chapter 25 of the Code of the City of Oneonta entitled "Airport Commission."

Local Law #1, 2013
Requires background investigations for all newly hired City Employees and Officers.

Local Law #2, 2013
Provides for the exemption of cooperative, condominium, homesteading or rental projects from taxation, in accordance with the provisions of §421-e of the New York State Real Property Law.

Local Law #3, 2013
Provides for the exemption of multiple dwellings constructed or substantially rehabilitated in a benefit area set forth herein from taxation and special ad valorem levies, but not special assessments, as authorized in §421-m of the New York State Real Property Tax Law.

Local Law #4, 2013
Provides for a partial exemption from real property taxation for newly constructed homes purchased by first-time homebuyers as authorized in §457 of the New York State Real Property Tax Law.

Local Law #5, 2013
Provides that certain improvements to real property meeting certification standards for green buildings shall be exempt from taxation and special ad valorem levies in accordance with the provisions of §470 of the New York State Real Property Law.

Local Law #6, 2013
Provides for partial exemption from real property taxation and special ad valorem levies for non-residential property converted to a mix of residential and commercial uses, as authorized in §485-a of the New York State Real Property Tax Law.

Amends and revises certain provisions of City of Oneonta Municipal Code chapter 236, entitled “Sewers.”

Amends Chapter 204 of the Code of the City of Oneonta specifically related to Article IV, "Rules of Conduct" stating that no mobile food vendor may operate within 25' of an entrance to an open place of business that primarily sells food for immediate consumption.
